Neftchi has formalized its first transfer. Paraguayan footballer Cesar Meza Colli has signed a two-year contract until the end of the 2022/2023 season. The 29-year-old midfielder will wear the number 10 jersey in our team.

Cesar Meza Colli, whose last club was Keshla (2013-2016, 2018, 2019-2021), played for Zira in the 2016/2017 season. He also played for Italian clubs Cesena (2011-2012), Pavia (2012-2013), Spanish Alaves (2012) and Romanian Universitatia Craiova (2018).
