He was born on April 19, 1982 in Baku. Samir Aliyev started playing football at UGIM-2 at the age of 7, then played in the lower age groups of "Neftçi" and "Khazri" (Buzovna), as well as in "Khazar Lankaran-2", MOIK and "Bina", and was member of U-16 national team. He ended his career at the age of 27.

As a goalkeeper coach, he worked in the academy and B team of "Zira", as well as in "Shuvelan".

He has UEFA "C" category coaching license.
