He was born on April 3, 1965 in Nakhchivan AR.

Rovnag Abdullayev was the president of PFC "Neftchi" in 2004-2008.

During this period, the team won the Azerbaijani championship (2003/2004, 2004/2005) and the cup (2003/2004). The team that won the Commonwealth Cup in 2006 reached the final of this international tournament in 2005.

Rovnag Abdullayev has been the President of the State Oil Company of the Republic of Azerbaijan since 2005, AFFA since 2008, and the Azerbaijan Judo Federation since 2015.

In 2015, he was awarded the Order of Glory.
